Adams and Reese is pleased to announce that Frank Moya, who for more than a decade has represented private and publicly traded corporate construction clients throughout Florida, has joined the AmLaw 200 and NLJ 500 law firm’s Jacksonville office.
Moya most recently oversaw Shutts & Bowen’s Jacksonville office construction litigation team, and he was also formerly with Carlton Fields. Moya is recognized by clients and peers among Florida’s “Rising Stars” by Super Lawyers Magazine; “Movers & Influencers” by Florida Trend; and “Ones to Watch” in Construction Law and Commercial Litigation by Best Lawyers.

Moya joins a rapidly-expanding Adams and Reese construction practice that has more than 75 construction attorneys, equating to one of the largest practices in the country, with those attorneys licensed to practice in more than 30 states. Adams and Reese ranks No. 13 nationwide among Construction Executive’s 2023 rankings of “The Top 50 Construction Law Firms™. In 2022, Adams and Reese expanded its construction practice adding 16 attorneys from Cotney Construction Law LLP, a well-known construction law firm in Tampa.

Moya has extensive experience in complex commercial litigation and in construction disputes and civil litigation, and representing clients across several industries, including the construction, banking and finance and real estate sectors.
Moya’s clients include public and private companies, general contractors, building and property owners, property management companies, homeowners associations, financial institutions, trusts and investors, volume homebuilders and design professionals. He has represented developers, engineers, architects, subcontractors and suppliers against multimillion-dollar claims, and appeared in state and federal court on behalf of corporate clients in Florida.
Moya is a graduate of Leadership Jacksonville, Leadership Tampa, and the Hillsborough County Bar Association Leadership Institute. He is a member of the Northeast Florida Builders Association and previously served as Pro Bono Chair of the Hillsborough County Bar Association’s Construction Law Section, as well as CLE Committee Co-Chair of the Real Property, Probate and Trust Law Section of The Florida Bar.
A Florida native, Moya earned his J.D. from Stetson University College of Law, and he received his B.A. from Florida State University.
